The Lucas County Citizen Study was implemented largely through the donated time and expertise of dozens of volunteers serving on the Advisory Panel and Study Teams. Further, the University of Toledo generously provided research support staff, office and meeting space at no cost.
Still, as the funding moves forward into a public phase, the Study does require funding to cover such fixed costs as clerical support, printing, and related expenses.
