The structure of county government and the jurisdictions within each county of Ohio were established by the Ohio Revised Code in the nineteenth century – autonomy that served citizens well since that time.

But now, the stresses of a decreasing tax base, declining public funding, and the loss of jobs have created a situation in which our citizens may be better served by county government organized to meet the challenges of a new century.

The 2010 Citizen Review will explore these options through a process comprised of an Advisory Panel and Study Team that will deliver the report to Commissioners and citizens of Lucas County by Summer of 2011.

Advisory Panel is comprised of a cross-section of community representatives who will be
responsible for the following:

Developing study scope of work and securing cooperation of County Commissioners

Overseeing the Study process

Identifying a Study chairman

Ensuring Committee adherence to scope

Serving as liaison to County Commissioners and other community leaders

Recruiting and screening volunteers for the Committee

Meeting as needed with the Study chairman

Securing necessary funding to conduct the study and issue a final report

Insuring appropriate implementation of Committee findings and recommendations

Study Team is comprised of expert citizen volunteers who live and/or work in Lucas County.
Expertise includes:

Law

Finance / Accounting

Public Administration

Urban Planning

General Management

Deliverables expected to comprise the completed study (to be presented to the Commissioners and the citizens of
Lucas County) include:

Written report with recommendations developed by the Study Team

Study will be based on approved scope of work as defined by the Advisory Panel.

Issues which arise during the course of the study – but are not pertinent to the specific scope of work

Study will be based on non-partisan objective analysis by expert citizen volunteers
